Homes England is in the process of preparing an Outline Planning Application (OPA) covering the majority of the land within the ‘Hartley Gardens’ site allocated in the Tendring Local Plan.
Past engagement asked for community views to help develop a spatial framework and Supplementary Planning Document (SPD) for the site. These have now been adopted by Tendring District Council and today we are asking you to provide feedback on Homes England’s OPA proposals for the majority of the Hartley Gardens site, which have been informed by the SPD.
Below is a summary of what you said at the last engagement event to help develop the SPD, as well as key elements of the SPD itself: the Vision and Spatial Framework for Hartley Gardens site are set out.
The following information explains Homes England’s proposals, developed in accordance with what is set out in the SPD. This includes boxes outlining key issues you raised about Clacton, and how the planning application proposals are responding to the SPD and your feedback to develop an attractive new urban extension for Clacton.
Homes England's planning application proposals
This development will be a new urban extension that aims to include:
- approximately 1750 new homes
- up to 2.8ha of employment land
- a new primary school
- a local centre with a nursery and other community space
- enhanced open spaces and parks, including play space
- 4 access points
Who are Homes England?
Homes England is the Government’s Housing and Regeneration Agency. Its aim is to drive the creation of more quality homes and thriving places so that everyone has a place to live and grow.
Homes England does not build homes themselves but remain involved in developments until they are complete to ensure high standards are met by our selected development partners. Homes England control the majority of the land within the application site boundary (pictured below).

An Outline Planning Application sets the principles of development, including the general arrangement of open space and development, key streets and connections. The detailed layout of houses, streets and landscape will be submitted after the Outline Planning Application and are called ‘Reserved Matters’.
